I've found that if you are light blue or higher to the highest level in the group you tend to get exp I expect the formula is adjusted for very low levels, but it looks like it probably is working again by level 5 based on your experience

At level 3 I grouped with a level 7 and got experience If I remember correctly anything below level 10 is just a 5 level spread, so a level 1 can group with a 6 2, with 7 3 with 8, etc up to 10 where it starts Is this confirmed?

Question - Group level for xp and AA? I remember there used to be a formula for grouping to still get p with someone higher level than you So I have a 67 grouped with an 86, I am getting xp just fine, the 86 is getting nothing (which is perfect)
